History
of BCIFH Smoking Cessation Efforts

Research
shows that having health care providers ask about smoking
status and urging them to quit doubles a patients success.
Feedback from Blue Cross of Idaho Foundation for Health's
(BCIFH) first smoking cessation efforts showed that 40 percent
of participants want their providers to ask them about smoking
more or at every visit. The Quit: U can do it! cessation
program is based on our previous smoking cessation project
findings and follows evidence based guidelines. The program
will run August 16, 2004 through February 16, 2005 and is
open to all Idaho residents regardless of insurance status.
However, special emphasis will be placed on recruiting pregnant
women and diabetics into the program as smoking has a devastating
impact on these two groups.
The program consists of a combination of three steps:
- Health
care provider guidance;
- Telephone
cessation counseling;
- Medication
that can help patients quit smoking.
Health
care providers only need to ask their patients if they smoke
and if they are ready to quit. Then they refer the patient
to the Quitline via fax or patient instruction. The Quitline
will provide callers cessation information, counseling,
and, if appropriate, offer a cessation medication voucher.
Blue
Cross of Idaho Foundation for Health will provide a total
of 150 payment vouchers with $10 copay for a 30-day supply
of medication if the patient has a physician prescription
(prescription required for over-the-counter medications)
and has been evaluated as ready-to-quit by Quitline counselors.
Participants will receive an incentive reward consisting
of a $5 phone card upon successful cessation at completion
of counseling.

is Available from Quit: U can do it!
- Free
1-888-280-2265 quit line cessation counseling and information
to Idaho residents regardless of insurance status;
- 30-day
pharmacological cessation assistance voucher with a patient
copay of only $10;
- Materials
providers can utilize with their patients such as:
- Patient
prompt cards to use in waiting and exam rooms that
encourage patients to talk to their provider if they
want to quit smoking;
- Quit
Line fax referral sheets;
- Prescription
pads.

phone card for successful cessation at completion of counseling.
Collaborations
The
Quit: U can do it! program is private/public
collaboration. Funding for the project is a combination
of Millennium and Blue Cross of Idaho Foundation for Health
contributions. The Idaho Department of Health and Welfare
is providing in-kind promotion through the Tobacco Control
and 2-1-1 Resource and Referral Programs. National Jewish
Medical and Research Center, a leading authority in respiratory
and lung care, provides Quitline services.
